Travis Kavulla is the Seventeenth Administrator of Bonneville Power Administration, sworn in
to office on June 29, 2026. Prior to his appointment, he spent more than 15 years in both the
private and public sectors.

A fourth-generation Montanan, Administrator Kavulla served eight years as commissioner at the
Montana Public Service Commission, including as chairman. While a regulator, he was President
of the National Association of Regulatory Utility Commissioners and served as co-chair of the
Committee on Regional Electric Power Cooperation.

After his work in state government, he led the energy program of the think tank R Street
Institute, then worked as the executive in charge of regulatory affairs at NRG, where he guided
the company’s regulatory policy related to wholesale and retail electricity, gas, and
environmental-attribute markets at both the federal and state level. Immediately prior to his
appointment as Bonneville’s Administrator, he was Head of Policy at the start-up Base Power
Company and, before that, vice president for regulatory affairs at NRG.

Administrator Kavulla is the author of dozens of commentaries, speeches, and regulatory
decisions concerning the policy and economics of the power sector. He also is a lecturer and
writing, having routinely taught a course in utility regulation and electricity markets at the
University of Chicago’s Harris School of Public Policy, and serving as the energy editor of
American Affairs, a quarterly journal.

Administrator Kavulla is a graduate of Great Falls High School (Mont.). He received
undergraduate and graduate degrees in history at Harvard University and the University of
Cambridge.
