David is currently the Board Chair as well as the Chair of the Competitive Markets Committee
for PJM Interconnection.

He has more than 40 years of experience in generation and transmission planning, energy supply operations, and energy market policy and design.

Prior to PJM, David held the position of Chief Strategy Officer and senior vice president of Energy Supply at Puget Sound Energy (PSE), where he had overall responsibility for the company’s corporate strategy, generation, natural gas and transmission assets, and wholesale energy marketing functions.

Prior to his career at PSE, Mills held various leadership positions at the Bonneville Power Administration, where he led the agency’s energy marketing and trading functions through the 2000-2001 California energy crisis.

An early advocate of the Energy Imbalance Market he served on the EIM Transitional Committee for the California Independent System Operator. David has a Bachelors of Science degree in economics from Portland State University and post graduate certificate in creative writing from UC Berkeley. He is a proud Navy veteran and currently writing a book about US Navy Combat Search and Rescue Missions during the Viet Nam conflict.
