Spencer Gray

Spencer Gray joined NIPPC as Executive Director in February 2020. He is responsible for leading NIPPC’s efforts toward a more competitive and nimble electric power system that can satisfy the region’s evolving policy objectives.

Spencer worked in Washington, D.C., for a decade as a member of several congressional staffs. He served in senior capacities on Capitol Hill for U.S. senators from the Northwest, including as a legislative director and a member of the professional staff of the Senate Energy and Natural Resources Committee.

His areas of legislative and oversight responsibility have included electric power markets, the Bonneville Power Administration, hydroelectric licensing, pollution regulation, and a variety of public land matters. He has also provided analytical expertise to public-interest organizations and the financial sector, including in the institutional brokerage segment of FBR Capital Markets.

A native of Montana, Spencer is a graduate of Yale University.

Fibi Duke

fd2-123116Fibi Duke has been working for NIPPC since 2008. In her role as Programs Manager, she is responsible for organizing all NIPPC’s meetings and events, including the NIPPC Annual Meeting at Alderbrook, and for supporting Spencer Gray in his role as Executive Director.

Her keen eye for detail and strong people skills also find her proof reading documents, managing NIPPC’s web sites and liaising with NIPPC members and colleagues on issues large and small. Her English accent is a familiar voice to all those who come into contact with NIPPC.

Prior to working for NIPPC and spending some time to raise her young children, Fibi worked in London in the busy world of advertising and promotions, with big name agencies like Saatchi & Saatchi and J. Walter Thompson, having honed her skills in the fast-paced world of retail sales promotion at a small specialist company.

She holds a BA Hons in Psychology and a diploma in Direct Marketing.
